HTE Guthrie brings the following news from China:— A typhoon passed over the China Sea, and many vessels were damaged. The British steamer Madras was lost on a submerged rock whilst seeking for shelter. A disturbance has taken place at Nagasaki, between the crew of the Chinese fleet and the Japanese police, during which several men were killed and wounded on both sides. The Civil Government of Manilla has recommended the deportation of 273 Chinese, who have not taken out the necessary papers, and who cannot find securities. Fears are entertained for the safety of the steamer Ferntower, from Saigon to Hongkong. A steamer that left on the same day as the Ferntower encountered the typhoon, and has arrived at Hongkong. There have been heavy floods at and around Foochow, doing immense damage to property jand causing a heavy loss of lives. Bdwabd Harkis, a member of a prominent firm of London solicitors, has fled to the United States with about £8000 belonging to other parties. The City of London will henceforth conduct its municipal elections by ballot. It has taken the sense of the ratepayers upon the subject by moans of a plebiscite. The question waa put by letter to each of the 26,000 who compose the electorate, an addressed post-card being provided for the reply, which involved merely the trouble of writing "yea" or " no." The result is instructive. Very nearly one-half did not take the trouble to make any reply at all, •howing the proportion who take take no interest whatever in municipal affairs. Of those who sent replies, only 2300 were opposed to the ballot. The following characteristic letter was left by a suicide, who was found at a Chicago hotel a short time since (says the Pall Mall Gazette). He was an English accountant, and accomplished his exit by taking sulphate of morphia: —" Dear Charlie,—Goodwin promised to leave $3 that he borrowed from me at the hotel, bat did not do so. Will you tell him to pay Hal* lowed, between State and Wabaah, 40c., and Neufelt 25c.? That, I think, covers my whisky bills. I will my carcass to some medical institute for them to try and find out why the mental and physical machinery of my system did not pull together. With kind regards to the boys, who tried so hard to make a bad egg good, I am yours in death, as well as in life, Dick Jones." Speaking of the termination of a dispute between AustriansandHungarians, the Vienna correspondent of the Times writes:—"The moral of the whole affair is that the personal authority of the Emperor had once again, as it has on many former occasions, allayed a quarrel which must have swollen to dangerous proportions if the disputants load been left face to face without an arbitrator. The whole political system of Austria-Hungary is based on the power of the Crown, and this power is itself maintained by the Emperor-King's individual tact, skill, and courage as a ruler. The attributes of the various Diets have been pur* posely left undefined in the constitutions of the two Monarchies because it *ai felc that the Sovereign bad better bo trusted to deal as occasions might arise with any attempted usurpations of political prerogatives by these Assemblies. Nor have the Emperor's judicious arrangements ever raised a complaint. Bat these facts show bow difficult it would be to transplant Austro-Hungarian dualism or federalism into any country where the Royal nrerogative has fallen into desuetude or is jtrtettj United by longstanding custom."
