New mechanism/context: AIATSIS annual reports provide primary/near-primary Parliamentary Paper text for Northern Protector removals: Jennie and Rosie of Cooktown sent to Yarrabah in 1899; Dolly and Tommy sent after their mother died; by 1905 the administration explicitly discusses child labour, kidnapping/barter risk, half-caste children, Coen/Cooktown beche-de-mer enforcement, Billy Nichols from Coen to Yarrabah, Cissie from Cooktown to Yarrabah, and Rosie/Lily north of Cooktown. New bridge candidates: later Cooktown Rosie/Yarrabah entries and Coen Billy Nichols are non-merge controls showing record types and removal mechanisms to search backward for the 1896 hospital death. Still missing: any 1896 protector/police record naming Coen Rosie, her parents, or a removal/hospital handoff.
